There is no information about this error because as it seems, the software is not publicly available and it's instead provided "in-house". This is an application used in government area which means you will have to take advantage of the support offered through proper channels.
Luckily, the software is still supported and there are ways to get in touch with the support team.

I try to install the HEC HMS version 4.2.1 with Windows 10, but I found that the text and the icon in the water sheet explorer window and in the message window is too small. How to increase the icon and text size?

I've installed the application and it appears there is no way to change the program's font size at all. I've access the Program settings, but without any results which means this is a problem caused by the DPI settings in Windows.
Here's how to fix it: go to Start > Settings and type Display in the search box. Afterwards, look in the image below and chance scaling. Reboot the PC and you should see the fonts bigger, based on the value you choose in the display settings.
My main question is about optimization of the loss method parameters, I change all of them, but there is no significant variation in the outflow hydrograph except impervious parameter. I even use optimization trial to find the best value for each parameter, but the process bar jumps to finish after 40 percent, and when I check the optimization results, the optimized values are equal to initial values. Is there any solution for this problem?
I will appreciate if someone helps me.

Yes, the data is reliable, but the two parameters operation should be used for Clark unit hydrograph method. I didn't see anything else related to this procedure where you use only two parameters to generate the data. For every other method or operation, two parameters are not enough and you should use the full data range to obtain reliable data.
I use the daily data (precipitation and discharge) for simulation, but there is a problem and the Outlet flow of simulation is so more than observation flow. How can I solve this problem? Is there anyone who can help me?
